Try Perl_strtod since perl 5.30

strtod has better atof accuracy, esp. it is needed to use the
same conversion as in core, which does use it since 5.21.4.
But from from 5.22 to 5.29 it was broken with comma LC_NUMERIC
locales (e.g. german).

Fixes GH #154 since 5.30. Before use the old conversion via pow().
