site_config: minor fixes to agent argument parsing

- data_dir is now a required argument to aggregator_agent.
- all OCS core agents use the new parse_args() system.
- the parse_args() system will correctly infer instance-id when it is
  not specified on command line, in unambiguous cases (as it used to).
