Modify upgrade test for OpenShift CI (#313)

* Modify upgrade test for OpenShift CI

* Creation of a new upgrade version is moved into a new file named
Dockerfile.registry.upgrade.
* The test has been modified to support both STDCI and OpenShift CI.
* The test builds images only for STDCI. Prow builds the images
  separately, so the test can skip that step in that CI environment.

* Support for openshift-marketplace namespace for Prow

OpenShift CI has moved to OCP 4.2. 4.2 requires the catalog registry
needs to be installed in the openshift-marketplace namespace.
