Commit Message

Removed unused code from BotFrameworkSkillHostAdapter. (#2886)

Added overload for BotFrameworkSkillHostAdapter.ForwardActivityAsync that takes SkllOptions and callback URL.
Updated BotFrameworkHttpSkillsServer to handle relative paths and refactored code to use delegates.
Added unit tests for BotFrameworkHttpSkillsServer.
