Update UG: Budgeting part and further development of Budgeting feature (#148)

* Add syntax-highlighting support for new commands "editfrombudget" and "deletefrombudget"

* Rearrange commands in MooLahParser into groups based on their associated features

* Change JsonAdaptedBudget such that it stores a list of unique expense IDs instead of expenses

* Add automatic suggestion for EditExpenseFromBudgetCommand and DeleteExpenseFromBudgetCommand

* Change automatic suggestion for ClearCommand from "clearexpense" to "clear"

* Remove proportionUsed field from Budget and JsonAdaptedBudget

- Since Budget already has #calculateProportionUsed method, the field is redundant and would potentially introduce bugs when modified in json

* Remove proportionUsed field in Budget-related unit tests

* Fix checkstyle errors

* Update Budgeting part of UG based on latest implementation

* Update README and fix checkstyle errors

* Update product version to 1.3.0

* Fix checkstyle errors
