kvstore: plumb context

etcd and consul both take in `context.Context` as inputs, but we did not always
pass down said type into invocations of their APIs. Update `pkg/kvstore` to take
in `context.Context`, and pass in `context.TODO()` into packages that use
functions that were updated to take in `context.Context` in the Cilium codebase.
