Remove references to deprecated stores from manager tests (#813)

* Initial try at setting up mocks for new stores

* SetNewNetworkConfig() now returns an error

* Replace deprecated GetTargetConfig() calls

* Refactor mocks to make them easier to follow

* Implement new List() interface that returns a context

* Set statuses to COMPLETE

* Changes stores backed by lists

* Port Test_SetNetworkConfig and Test_SetNetworkConfig_NewConfig to new stores and APIs

* refactor creation of new device changes; port part of the rollback test

* Remove most references to deprecated stores

* Changes to handle versioned IDs

* Update comments based on review

* Add rollback test
