Move reapply logic out of mixin, add test coverage

The method for identifying if re-application is allowed lived in a
mixin, despite being used in only one place. Rather than encoding some
of its assumptions in the mixin, and relying on confusing multiple
inheritance just move it into the corresponding application models'
definitions.
