Check ban when hosting and joining a game (#461)

* Added check for ban when joining a game

* Join and host are now async and assert for ban

* Fixed tests, created common functions for displaying bans

* Clean up ban checking

* Remove `TestClient`

* Trigger handler functions by sending proper messages

This ensures that the message dispatch is being tested as well

* Test that banning a player while they are online prevents them from hosting games

* Use existing banme user

* Test command `game_join` as well

* Add tests for users with revoked or expired bans

* Added `lobby_ban` model and rewrote queries to use it

* Use `None` for permanent ban in test, and add more users to parameterized tests

* Use lists instead of tuples for readability
