Add section anchor links to blog posts

* Added new "Hines Markdown" blog post formatting
* Which adds an `<a id="#s3">§</a>` to the start of any `<p>` that
immediately follows an `<hr>` in a blog post's body.
* And adds an `id="s3"` to that `<p>` so it can be linked to.
* Involves adding BeautifulSoup for processing the HTML
* And added the option to generate HTML5 markdown as well as the default
of XHTML. This is what "Hines Markdown" now uses (maintaining the XHTML
formatting for standard "Markdown" as there are old posts using
templates that aren't HTML5).
