fix(intersect): Fix intersection method between Polygon2D

It seems the tolerance was not being interpreted correctly. I also cleaned up the code to obey our max line length of 89 characters.

Lastly, I realized that we were missing an init.py in the tests folder, which was stopping pytest from running correctly in Python 2.
