state, static ipv6: compress ipv6 addrs

Update the state module's canonicalize ipv6 function to
canonicalize the interfaces static IPv6 addresses, as per [0].

To make this work also in py2, the ipaddress dependency had to be
added.

With this fix, the static ipv6 test featuring expanded address
notation now passes, which allows us to remove that test's xfail
marker.

The statelib's state checking was also updated, compressing the
the IPv6 addresses, thus allowing comparison between
compressed / expanded ipv6 address notations.
