Fix Windows, fix git.HEAD(), improve coverage.

- Add environment variable support when execution programs. This will be needed
  soon to reduce the number of functions and update call sites.
- Fix git.HEAD() to remove trailing \n.
- Improve failure handling and test coverage.
- Fix testing on Windows with homegrown os.RemoveAll() with Windows specific
  support. See https://github.com/golang/go/issues/9606 for more context.
