Merged ViolationStore and ViolationLookup into single class ViolationRepo. Refactored ViolationQuery so that it does not need know the table schema of violation table. API module GetViolations now only returns necessary information including message to show in UI. Added ViolationContext interface and DispatchingViolationContext class in order to differ between violations of different kind. Added top-level factory.
