* Allow general callable objects to define a time-dependent Hamiltonian

Update ```_td_format_check``` by one extra condition to allow any object with attribute ```__call__``` in the definition of a Hamiltonian.

* Fix _td_format_check

Move added condition for ```__call__``` attribute after the check for instances of Cubic_Spline since those are also callable. Include the extra check for both ```H``` and ```c_ops```.
