Implement JavaServiceRuntime in Rust [ECR-3480] (#1129)

Added a proxy of Java ServiceRuntime in Rust implementing
Runtime core trait. Removed the no longer needed proxies
of Service, Transaction; the service factory. 

Also upgraded the core to the newer revision.

Some known issues to be addressed separately:
 - ITs for most native code need to be added/fixed.
 - Storage got broken in the newer core.
 - No anchoring.
