Doc: fix backup restore information

Mark Longair (@mhl) noticed that the documentation for a database backup
and restore was inconsistent. The backup command uses the custom binary
format of Postgres, which can only be used with pg_restore. The
documentation used however psql directly in its example to restore. This
is fixed now.
