Fix note-list overflow (#126)

* Add overflow rules for note-sidebar for both default and hover state.

* Remove position relative on note list to allow options positioning relative to the page.

* Add positional context for each click event on NoteOptions.

* Set height to 100vh on note sidebar

* Fix bug of event always changing position on mouse click

* Fix bottom bounding bug with options box

* Explicitly fix issue with bounds being set on wrong elements, or not set at all
