<a href="https://github.com/wikimedia/parsoid/commit/5c7c394be">Create a Parsoid/JS &amp; Parsoid/PHP HTML diffing script

* Works - tested locally and on scandium.
* The script is now integrated with roundtrip testing.
  - Enabled if tests/testreduce/htmldiffs.config.yaml is present
* Cleaned out some dead code in rtTestWrapper.js that Arlo pointed
  out in code review. The rtTestWrapper.js script is primarily used
  in mass rt testing on scandium where we have an existing parsoid
  service always.
