remove ModuleBuild to prevent toolchain confusion

If you have both Build.PL and Makefile.PL, in certain circumstances the
toolchain can get confused (especially in XS modules which are treated
differently by the two).

Since Module::Build is on the way out, and I like Makefile and think
more people need to use make, I'm removing Module::Build.
