Refactor change stores to use IndexedMap primitives (#754)

* Use IndexedMap in NetworkChange store to avoid multiple writes and ensure writes to the store are atomic

* Fix NetworkChange store/controller tests

* Fix NetworkChange watcher test

* Refactor DeviceChange store to guarantee atomic writes and total ordering of events

* Update tests to use new DeviceChange ID format
