Fix module dependences in META.json

Newly released Cpanel-JSON-XS-4.13 is missing important dependences like
Test::More to successfully build distribution and run tests.

On some systems, like CentOS 7 Test::More is not pre-installed and
therefore building and installing Cpanel-JSON-XS-4.13 is not possible
because of missing dependences.

This pull request should fix it.
