Add FSLeyes plugin (#182)

* Add files via upload

- Added the axon filling tool. This tool performs flood-fill at the locations of the centroids of the axon-myelin mask.

The centroids are now calculated with the myelin array rather than the axon array when trying to fill the axons.

- The control panel layout was changed to a horizontal layout with 3 columns. The 4 columns design would not show every buttons on smaller screens
- Logo size reduced to avoid having a sizer too big on smaller screens
- The plugin should now support .tif images (to be tested)
- X and Y canvas are now toggled off when loading the plugin's panel
- A text entry popup was added in case the user doesn't have a pixel_size_in_micrometer.txt file
