Downcase only on `lowercaseLanguage` option, when creating inverse context, and when finding terms for compact_iri.
Warn if language tags aren't valid BCP47.
Validate language tags using BCP47 and preserve case.
When running suite-tests, use `:lowercaseLanguage` option.
