Refactor merge utils, extend coverage

It's super handy to have merge utils automatically tested, since they
contain safeguards about the state of the database. If we accidentally
add any new foreign keys but forget to update the merge utilities, then
these tests will quickly fail at build time rather than raising an
exception on the next time we attempt to use merge utilities!
