permit unbound, optional declarations outside of task/workflow inputs (#257)

These are always null at runtime; existing workflows use this as a way of declaring a null value for later use.

Misc:
- Any coerces to/from optional types
- Update ENCODE ATAC-seq corpus
- Ensure {Task,Call,Workflow}.{available,required}_inputs iterate in source order
- Fix repetition in StaticTypeMismatch messages
