Add failing tests from #1992

Slightly modified the tests cuz they were causing weird failures for me:
* Removed `act()` from useLayoutEffect tests cuz I hope to get these working without `act`()
* Added some error messages to some assertions so its clearer what's failing
* Modified new test in combinations.test.js to print out `scratch.innerHTML` cuz `scratch.firstChild` was returning null and causing failures in other unrelated tests (specifically useContext *shrug*)
