api: Add filter attribute to specify the optimization level

This commit adds a filter attribute - SCMP_FLTATR_CTL_OPTIMIZE -
that allows the user to specify the libseccomp optimization
level.  The current settings are:
    0: Currently unused.  Reserved for potential future use
    1: Default.  Uses syscall priorities
    2. Binary Tree.  Uses a binary tree when the filter has 16
       or more syscalls in it
