Commit Message

Modify code to use exclusively the python 3 formatter both for
outputting and for internal string manipulation.  There should be NO
use of the % formatter when this pr is committed in pywbemcli or the
test code.

This includes changes to some tests also.

Finally, it refactors one very common exception, the default exception
that is the last resort for
