Test weekly blast directly

Instead of directly testing utility methods and template rendering,
test at the higher level - the actual emails sent.

This makes for a better test that's resilient against refactoring. For
example, we will likely change how we annotate trips for indicating
remaining trip (`annotated_for_trip_list`) - since we test for exact
plain text, we have some resiliency.
