test: Remove VAT from ARP tests (#1493)

- implement API dump keywords for afpacket, loopback and vxlan
- move vxlan library to interfaces subdirectory
- remove vxlan dump from test suites which do not configure vxlan
- rework ARP CRUD tests to use VPP python API instead of VAT
- fix and reenable IPv6 ARP CRUD suite
- code style cleanup of ARP test suites
