Fix #4203 Widgets on protected data are not correctly reloaded (#4246)

* * Added an epic to update widgets layer prop on LAYER_LOAD
* Added modifications to ensure correct reload of widgets
* Added test

for a particular layer changes
* Removed dependenciesFromFilter modification as it seems to be
