process_tracker_python-89 Add Process Schedule Frequency

:sparkles: General scheduling for processes is now available

High level scheduling frequencies are now available to schedule processes
by.  This is no more fine grained that saying 'these jobs run hourly or monthly'.
Actual scheduling and execution still has to be performed.
