Implement "keys add" subcommand to add SSH keys to DRACs (#29)

* Implement the "keys set" subcommand.

* Add --tunnel flag to keys set.

* Refactor forwarding logic into its own package.

* More refactoring and tunnel creation monitoring.

SSHForwarder.Start() now returns with a nil error only if the tunnel
is actually up.

* Add comments and tests.

* Add more tests.

* Add more tests.

* Rename TestNew -> Test_New for consistency.

* Make sure we always restore state after a test.
