Fix order of components in client signature (#210)

* Fix order of components in client signature.

This has been changed in rate-limiter so that the order is IP#UA#resource.

* Truncate key length to 250 bytes.

* Implement same truncation method as rate-limiter.

IP + '#' + UserAgent (variable length) + '#' + resource (40 chars max)

* Fix formatting.

* Add basic unit test for generate_client_signature.
