Bump up speed level >= 1 for bottomup partition with square only

- Bump up from speed level 1 to 6.
- New default speed level is 6.
- New speed level 1 is identical to existing speed 0 except the change that
  non-square partitions can be used only on  right and bottom tile borders.
  I.e. only square partition can be used inside a tile. Meanwhile,
  bottomup partition search with existing speed 0 can use non-square partitions everywhere
  not just right and bottom frame borders.
- Now speed levels 7 and 8 are distinct
- For developers, comparing the partition results from speed levels 1 and 2
  is expected to provide helpful clues to analyze where topdown and
  bottomup behaves differently. Because mode decision stragety is identical for a given partition
  and only a partition search strategy is different.
