Limit variable expansion to the 'executable' portion of the command line during agent launch

Do not perform variable substitution on the 'job arguments' portion of the command-line.
If variables are present and expansion required, it should happen on the prompt while invoking the agent, not as part of agent job launch.

Examples:

Expansion performed before agent invocation (the job will receive the value of $DATE)
 $ genie-agent exec (...) -- --date=$DATE

Expansion explicitly not performed (the job will receive the argument containing the unexpanded string literal "$DATE")
 $ genie-agent exec (...) -- '--date=$DATE'
