Use the new Sentry SDK in Python

- We still use Raven with the legacy AngularJS app - I likely won't
  bother updating that as we actively transition to using Vue
- The new SDK doesn't need to be configured with the exact Git commit.
  Rather, a GitHub integration defines this:
