Changes the way json's are rendered when json is wanted by the requester (#167)

* replace _render_json with Response in unauth*_handler

* Move the unauthenticated message to the config

* Updates translations files and Dutch translation completed

* Updates the Changes file

* unauthenticated response adheres to the api spec and adds a couple of tests

* implement wrapper around make_response, form errors should be a dict

* adds helper for forming json responses

* ignore files generated by the dependency builder for travis builds

* Implement a simpler json error format for non form respsonse cases

* Improve type string_type_checking in python json_error_response

* bring back the _default_unauthenticated_html for backwards compatibility

* solves merge issue remnants

* simplified code in json_error_response

* alphabetization of imports

* Adds a couple of unittests for json_response_error

* fixes minor formatting issues

* restores full backwards compatibility

* Fix tests
