Correctly treat the offset returned from an OFFSET_LATEST request as the *next* offset to consume, rather than the last one consumed.

This avoids an infinite loop in which _reset_offsets is called on startup and sets the next offset to an invalid value. The fetcher thread then attempts to fetch this invalid offset, resulting in an OffsetOutOfRangeError, which is handled by calling _reset_offsets.
