Round Char Validator Down to the Nearest 10th (#697)

This PR modifies the Input char text validator of the Input so that it only shows the char validator and it's associated styles when the limit is rounded down to the nearest 10th.

So if you have a char limit of 106, instead of showing the validator at 53 chars left, it will show it at 50.
