Separate PkgConfigCheck to methods

Separate the check_file() method to multiple methods, add comments and
clean up the code. Also use binary/libreiserfscore-devel-3.6.27-0.x86_64.rpm
package that contains a correct .pc file for testing that the check
doesn't print errors where it's not supposed to print.
