bugfix: ImageFileConsumer Scale/Label Detection Integration (#60)

* default label and scale to empty string, as scale WILL be in the original data

* call .split(',') on picked post process function to keep it as a list of funcs

* Add basic framework for non-panoptic post-processing

* Add framework for passing image shape to non-panoptic retinanet post processing

* Change image shape save to after rescale

* Fix and add test for retinanet postprocessing
