Optimize Log3 when not using eventlogging (#644)

* 00_SIGNALduino.pm

Check eventlogging only once if Log3 or SIGNALduino_Log3 shoud be used and save the subref in $hash


* test_developid_1-definition.txt

Changed mock code, because SIGNALduino_Log3 isn't called directly anymore.


* tests/test_4-definition.txt -> tests/test_logging-definition.txt

Changed test to work with modified eventLogging
renamed test_4 to test_logging-definition.txt
