Ensure modal contact form reinits popover for markdown help

The popovers are initialised on page load and therefore because the
contact modal is loaded over ajax sometime after the page is, it's
markdown popover isn't bound with bootstrap and therefore does nothing
when the user clicks on the link to it. This commit modifies the modal
module so that it initialises the popover when the modal html is
retrieved and added to the DOM.
