feat(signed-urls): don't rely on access in token, hit db (#690)

* feat(signed-urls): don't rely on access in token, hit db

* tests(signed-urls): b/c of new db checks for access, ensure records don't have acl that user has access to from tests/resources/<files>.json

* feat(tokens): make sure "projects" still exists in the token, truncate access if too large

* fix(tokens): refactor truncation to be clearer, remove unnecessary pre-initialization of projects, correct warning log

* Fix(tokens): slice by configured value, not 1
