* First attempt at gas-aware typechecking

* Introduce error message constant for out of gas

* Typechecker now passes remaining gas around

* Checker runners now gas-aware

* Gold files updated with gas remaining

* Add gas_limit to test environment

* Added blowup.scilla to failing checker tests
