Port Linux platform

Modified arm cortex libraries to disable inline ARM assembly calls when
compiling for a non-ARM platform.

Moved DEVICE_ compiler variables to L0_PLATFORM submake files so that
each platform architecture specifies which GCC or othe compiler it
should use.

Resolves #669
