Remove nginx from development environment #120

- Added separate nginx docker-compose.yml
- Updated docker-compose.override.yml.example
- Updated docker-compose.yml to use the dockerhub image for the web and cron services and exposed the 8000 web service port
- Updated the README with instructions on running with nginx
