Change VAPID key generation and decode in browser

For some reason the existing setup was no longer working on localhost, even though it still works on production. Chrome complained the server key was invalid. The Google tutorial uses NPM to generate the keys and converts from Base64 in the browser, so we replicate that here.

This also allows the app to run on localhost without VAPID_PUBLIC_KEY set.
